Organic Law 1/2024 came into force on April 1, 2024, introducing significant changes to the Sephardic citizenship program, including a new 3-year residency requirement in Portugal.

Overview
Historical reparation program.
The Portuguese Sephardic citizenship program recognizes the historical injustice of the expulsion of Jewish communities from Portugal in 1496-1497. While the program continues, significant changes in 2024 have altered the requirements for new applicants.
Origins of the program
In 2013, Portugal created a special citizenship route for descendants of Sephardic Jews expelled from the Iberian Peninsula in the 15th century, as a form of historical reparation.
2024 law changes
Organic Law 1/2024 introduced new requirements including 3 years of legal residence in Portugal and approval by a Ministry of Justice evaluation commission.
Current status
The program remains open but with stricter requirements. Proposals to terminate the program are under parliamentary discussion.
Eligibility
Who qualifies under current law?
The Sephardic route now combines proof of ancestry with new residence and approval requirements. We assess each element of your case before you commit to the process.
- iSephardic Jewish descent — you must be a descendant of Portuguese Sephardic Jews, documented through genealogical records, family traditions, or community certification.
- iiCommunity certification — obtain a certificate from the Jewish Community of Lisbon (CIP) or Porto (CIL) confirming your Sephardic Portuguese ancestry.
- iiiResidency requirement (new) — since April 2024, you must have legally resided in Portugal for at least 3 years before applying.
- ivCommission approval (new) — applications now require final approval from an evaluation commission appointed by the Ministry of Justice.

How to prove Sephardic ancestry.
Family surnames
Surnames appearing in historical registers of expelled Sephardic Jews (e.g., Abravanel, Carvajal, Cardoso, Mendes, Pereira).
Genealogical records
Family tree documentation showing ancestors who left Portugal or Spain during the 15th-17th century expulsions.
Ladino language
Evidence of Ladino (Judeo-Spanish) language use in family correspondence, religious rituals, or oral traditions.
Religious traditions
Documentation of Sephardic Jewish religious practices maintained through generations.
Community membership
Membership in recognized Sephardic Jewish communities worldwide.
Hereditary property
Documents showing real estate or other property passed down through generations from Sephardic ancestors.

Application process.
- Initial assessment. We evaluate your Sephardic ancestry documentation and advise on the strongest evidence to present.
- Community certification. Guide you through obtaining the required certificate from the Jewish Community of Lisbon (CIP) or Porto (CIL).
- Residency planning. If you need to establish residency in Portugal, we advise on visa options (D7, D8, Golden Visa) to meet the 3-year requirement.
- Document preparation. Compile and authenticate all required documentation, including translations and apostilles.
- Application submission. Submit your citizenship application to the Central Registry Office (Conservatória dos Registos Centrais).
- Commission review. Monitor the evaluation commission process and respond to any additional requests for information.

Sept 2022 - March 2024 · transitional
1 year residency (reduced). Stricter documentation review. Retroactive measures apply.
After April 1, 2024 · current law
3 years residency required. Commission approval needed. Full Organic Law 1/2024 applies.
