Portugal citizenship by investment: how it really works.
Portugal does not sell citizenship. What exists is residence by investment — the Golden Visa, with statutory routes from €250,000 (€200,000 in low-density territories) — which counts towards naturalisation once the legal residence period is met: 7 or 10 years under the 2026 nationality law, plus the applicable language, culture and other statutory requirements. This page explains the real route, step by step.
The honest framing
A qualifying investment may lead to a Portuguese residence permit; nationality is a separate procedure based on legal residence and the other statutory requirements.
No Portuguese investment grants a passport directly. The Golden Visa (ARI) grants a renewable residence permit in exchange for a qualifying investment, with a minimum stay of seven days in the first year and fourteen days in each subsequent two-year period. Nationality comes later, by naturalisation, once the required period of legal residence is met — seven years for nationals of Portuguese-speaking countries and EU Member States, ten years for other nationals, under Organic Law no. 1/2026, in force since 19 May 2026. Applications already pending on that date remain governed by the previous wording of the Nationality Law.

The route
From investment to citizenship, in five steps.
Structure and invest
NIF, any required banking arrangements and completion of the qualifying investment or activity under the selected statutory route — for example subscription of units in an eligible fund or a certified cultural contribution. Which steps may be handled by power of attorney depends on the route and on the institutions involved.
Golden Visa application
Online submission to AIMA with the investment and personal documentation. Biometrics are scheduled by AIMA, and the waiting period varies.
Residence card
After AIMA's decision, the residence card is issued in accordance with the applicable procedure. The timing varies with the individual file and authority workload.
Count the residence period
The applicable period of legal residence is seven or ten years under the 2026 law. The residence periods are counted and aggregated under the statutory rules; the Golden Visa minimum-stay regime does not by itself remove legal residence.
Naturalisation
Nationality application subject to the applicable language, culture, civic, subsistence, criminal and security requirements. Each family member submits a separate nationality procedure.
